In the proceeding steps, we'll make a few adjustments so that this new boot option uses Safe Mode instead of a regular boot. The MsConfig window should now appear; go to the Boot tab near the top, then select the option which reads "Windows 10 Safe Mode with Networking". Under the Boot Options heading, place a check mark beside "Safe Mode", then underneath that, select "Network".
To the right of the Boot Options heading, select a Timeout of 5 or 10 seconds or however long you want the menu displayed , then place a check mark beside "Make all boot settings permanent".
Click Yes to confirm your changes, then Apply and OK. MsConfig may ask you to restart to apply the changes; you can either restart now to see the pre-boot menu, or you can choose to "Exit without restart" and review the boot menu later.

The major things I had done to this computer were to upgrade to Windows 7 Ultimate and to enable Bitlocker. The Dell recovery disk partition was still present and untouched, but maybe one of those things caused the option to disappear. The F8 boot menu was removed in order to improve system boot time. Instead, Microsoft provided a new Advanced Boot Options menu feature that lets you access troubleshooting options such as Safe Mode and others.
It also helps you easily re-activate the F8 boot menu. Note : You can also click Start , right-click the Power button, and hold down the Shift key when you click Restart. This automatically restarts Windows and brings up the Choose an Option screen, after which you can continue with the steps to access Safe Mode.
