Phil has extensive experience in managing nuclear safety culture assessments, cause analysis, and development and implementation of recovery plans over the last 8 years, all in the environment of NRC Regulatory recoveries.

Goodman has over 40 years of commercial nuclear power experience. She has extensive in-depth experience in nuclear power plant licensing, including successful management of the Fermi 2 license renewal; management for operations and decommissioning of unique power plants whose designs did not fit existing regulatory requirements: the sodium cooled Fermi 1 and the one-of-a-kind LaCrosse Boiling Water LACBWR reactor.

She sat on multiple oversight committees at both the power plant and corporate oversight level, including chairing a nuclear decommissioning trust committee and achieving full funding for radiological decommissioning while the reactor was still operating. She also conducted independent audits for decommissioning the research and teaching reactor at the University of Michigan. Goodman has participated in emergency planning for more than 30 years, including as emergency liaison to local government. Of note, Dee has robust experience in procedure development and integration across the administrative, program, and technical procedures at both individual plant as well as and fleet environments. Dave Voeller has more than 45 years of naval and commercial nuclear power experience. He has been a senior nuclear and project management manager with extensive experience in maintenance, work management, and construction oversight in the power generation field.

Dave also has a proven ability to work successfully within multifaceted and multi-level organizations within a fleet environment. Additionally, he has expertise in the building, operations, and maintenance of nuclear facilities.
